Or how do people get easter eggs?
Is it because my animal is UFO-mutilated cow? Because I recently set my nation to research space-age weapons?

In a nutshell, easter egg issues are issues that can only be recieved once and only after certain conditions are met. As for what the conditions needed to recieve the one you got, I don't know what they are myself as I haven't recieved that one yet. So if you figure out what the requirements are let me know as I'd like to get my second easter egg issue.
