One of my strange little ideas for the world has been rendering everybody (reversibly) sterile at birth, and requiring some kind of testing to allow reproduction. If you have to get a license to drive, shouldn't you have a license to have a child?

Does anyone have suggestions about how I could adopt this policy in Xunatoxi? Do I just have to wait for the issue to be raised by the game? Any interesting thoughts on the issue?

There is an issue that requires parents to have licenses. #164: Licence to Breed? Other than that, you'll most likely going to have to write something up if you want more than what that addresses.

Forgive my ignorance, but what do you mean by "write something up"? Is there a FAQ I can read?

You will have to wait until you reach 500 million, which takes about 3 months. But that also allows you to get a feel for the issues, you may even see #164.
