What´s with the smart nations?

I´m the delegate of my region, nevertheless I´m #5 on the smart ranking. How is that measured? I mean, what are the parameters used to determine how well educated our people are?
Your nation is affected by issues and UN resolutions if you're in the UN. I figure you can make the next logical step.

Or your level of funding for state spending on education, anyway: I don't think the UN has any way of taking charity-run or commercially-run schools into account...
(Just as the 'Healthiest Nations' stat only looks at state-funded healthcare... :( )

(Just as the 'Healthiest Nations' stat only looks at state-funded healthcare... )Not exactly. There was a time where I was top 1000 for "Healthiest Nations" while being around 120,000 for "Largest Public Healthcare Sector", or whatever it's called.
Ah, here (http://forums.jolt.co.uk/showthread.php?t=300849) we go. These numbers are a little different, but that was two-and-a-half years ago (dear God...). At that time, I think there were only around 103k nations in the game.

Okay, fair enough, in that case you've got the environmental factors (and perhaps, as some people in the thread you linked to suggested, the fact that in nations with little public healthcare one might be either healthy or dead with only a few people surviving for very long as unhealthy) too... but are there any factors apart from government spending on education that get considered for calculating 'Smartest'?
