How is the degree of corruption in one's government determined, and what can be done to change it?

I got an issue once about some guy in my government having an affair, and I chose the option that got rid of him and handed him over to the newspapers and tabloids and courts and stuff.

I think it might have lowered my corruption a little. However, I too would like to know the real answer, and maybe how to lower government waste, as well.

You can only guess about corruption... any issue where you can hide something, or pay off some company, or things like that (such as allowing business to make donations to government) probably would increase corruption. Things that make everyone accountible, and high transperancy would most likely decrease Corruption. Though we don't have the actual effects of each issue so it is all guess work

Pro-business policies might tend to reduce corruption ratings: Consider the fact that it's the anti-capitalist dictatorships which the UN categorises as "Corrupt" ones...
