Just wondering. Is it only for moderators, or can anyone write one? If so, how?

Also, why do the people in the issue's names always change when you accept one of them? The name of the person who is representing each choice is always different after you click accept.

You can write an issue at 500 million population level.

The names change because the names are not part of the issue. In the issue the names are a code, which causes them to change at each refresh.

You won't be able to submit an issue for a while but when you hit 500 million a link appears under your issues page.
