Issues don't do anything?

My issues don't seem to be doing anything- they get passed, but they don't change my civil rights, economy or political freedoms. The last few issues I had;

voting has become a nightmare since everyone keeps selecting "None of the above", Hamilay's army is full of two-metre tall super-soldiers, and manual labourers must be willing to have cybernetic limbs to get a job. Crime is moderate.

Shouldn't the "None of the Above" increase my political freedom, and the cybernetic limbs one increase my economy? Maybe I just chose the wrong options, but I'm pretty sure my economy should have gone up with that last one, considering the consequences of it was to make better industrial workers.

It does so gradually. If you take enough options that would increase politcal freedoms, they increase. They don't increase or decrease all at once, or almost everyone would be at "corrupted" political freedoms.

It seems that most options only have an effect if they're different from the one you chose previously. Thus the first time you might see a change, but repeatedly chosing the same option after that will have minimal effect. This is not the case for all issues, but my experiences (and record-keeping) seem to indicate that.
