Well firstly you have to set out your issue in the proper format like [option] at the start of each forum and then do the same to demonstrate the effects and change in stats after each option.
Also change all the names to @@RANDOMNAME@@ and maybe make them people who would have strong views about the subject.
The title is good but the description and options are too short and need to be more detailed. I would suggest reading the stickies in this forum and then using the advice there to improve your idea.

Okay your issue has many mistakes. allow mw to teach you the art of issue writing.
First of all, you are missing a validity section. A validity section is what determines who can recieve the issue. Just write the requirements. For example, issues about introducing democracy are not valid for democratic nations.
Also, you need an [effect] section with each option, and that is what your nation summary will say if you pick a certain choice. For example, the [effect] section of first option the issue "Should Democracy be Compulsory" is a simple "Voting is voluntary". Other issues can have more elaborate [effect] sections.
Also, do not just use generic names in the issue choices. You should use @@RANDOMNAME@@, which is a macro that generates names by mixing and matching First and Last names from a given list. You can also use a certain name as a joke or if a normal name, like the ones generated by the @@RANDOMNAME@@ do not fit in. For example, the leader of some secret cult that sacrifices homans would be more likely to be called something like Ukjsa'l Tnais Riand Li then something like John Bush.
