How to Reduce Government Waste?

When I look at a NSTracker report on my country 26% of my budget goes to "administration" and a large amount is categorized as "government waste" how do I reduce those amounts?
They seem to have been arbitrarily set, since NONE of the startup questions or the issues I've responded to would have indicated high-levels of government waste.

NS Tracker is the last one, although I think all of them give figures for where your budget goes.
I am almost certain that according to NStracker, World Benchmark political freedoms gives you 99% gov't waste.

Really? World Benchmark isn't the highest, though, is it? There's a sticky somewhere...maybe Gameplay...that lists them all. Hang on...

There's 3 levels above WB - Excessive, Widely Abused, and Corrupted (the highest).

Yes, but above WB your waste goes up. WB is considered the "best", because above that, it's like you have so much freedom that you sacrafice everything else, including efficiency. I've looked at the formulae for at least the NSeconomy, on which NStracker is based.
