Alright, I am a democractic (because I like freedom and liberty) socialist (because I like equality and justice) and I would love to see what others do to have both 1) a Good Economy and 2) a true socialist state in NationStates... what Issues are crucial and what options for them?

In cases like this, your sacrificial lamb is the environment. Answer a few workers' rights issues, but not too many, and dismiss the rest.
When you get environmental options, then you lean toward development.
The environment can be (somewhat) rebuilt later; I once again have "environmentally stunning nation" in my environmental description, after several months of "barren, inhospitable landscape." I went from about 90,000 to about 50,000 for Most Beautiful Nation (or whatever UN rank category that's closest, the exact name of the ranking escapes me) in about two RL weeks.

Giving goverment funding to industries might also work, although your tax rate may suffer from that.
