Is there ever going to be new issues made?
Yes, the mods are now working on a batch of submitted issues extending from March to May, 2005. When they finish they will code in the good issues from this period, and leave the rest to be dispatched silently into the night by Sirocco, the Eater of Code. ;)
Right now there's about 190 issues. I'm working on more, and have completed some, but I can't put them in right now due to technical difficulties. I'm teaching Euro the arts of issue editing so we can expect lots of new ones coming from him too in the future when he's a game mod.

I'm drafting a few possibilities, which I'll probably submit from my original nation ('Godwinnia') rather than from this one, although whether they'll actually be considered acceptable remains to be seen..
Roughly what proportion of player-proposed issues ARE considered acceptable, I wonder?

5 issues were accepted between 11 May and 30 October. The world contains 112,137 nations. Many of them are eligible to submit issues, though a relatively small percentage do so.
Let's just say "low", and leave it at that.

Fris, aren't you talking about the proportion of nations that send in issues, while St Ed asks for the proportion of good issues?
If 5 issues were send in and they were all 5 accepted, the proportion would be 'high'. If 1000 were send, then it would be 'low'.
Is that correct or am I failing in understanding English?
I usually accept about one issue from every one hundred to one hundred and fifty issues submitted. It used to be less than that, but things have improved since I introduced the 500 mil. population limit to submitters.
