I have been on nation states for a while now and the initial issue I recived has not been resloved. I have a population of 75 million and it is kinda boring to not have any issues to work through. Regardless of what I pick it is always stuck at

I suggest you check that you have Issues enabled in settings and are not on Vacation Mode. If not, then move out of your region, and back in again. That sometimes helps. Beyond that, you might want to put a report in the Tech forum.
