ISSUE: Underage drinking becoming a problem

"There is a severe problem with jail bait coming into our bars" Says regular bar goer Al. Kahalok. "I tried to pick up this one girl and she turned out to be only 12! That is disgusting!" A concerned parent also complains. "My 14 year old son has been drinking heavily these days and I'm not sure if he will come home" Says the concerned parent. "I've already found him passed out in the gutter gagging on his own vomit. I want my son to get back on track, so then maybe he will stop drinking and finally pass fifth grade"

Options:

1 "What we need to do is make sure they can't get in" Says Bar owner James Bean. "We were thinking of ID cards with barcodes, DNA testing systems to determine the patrons' age. It may be costly but it will keep the kids out"
[effect] Bars now have tighter screening measures than airports
(Civil rights decrease slightly, economy decreases slightly)

2 "Children drinking? Who cares?" Says Brewery owner Budwich McWizzer "As long as the kids are drinking the profits will keep coming in. The government likes the taxes they make of alcohol sales, so why should they care? And besides why shouldn't they have fun? Im sure all the politicians were once young and wild too"
[effect] beer is now a popular choice at pre-school cafeterias
(civil rights and economy increases)

3 Family values groups are enraged. "They need to do more than hike up security" Says an angry parent. "They need to teach these kids a lesson and sentence them with the most severe criminal penalties possible. Otherwise they will grow up to be unproductive delinquents!"
[effect] numerous teenage partygoers are now facing death row
(Civil rights plummet)

4. "The parental groups are on the right track but they're not going far enough." Says an anonymous anti-drug activist. "Alcohol is not only a problem for kids, but the entire country suffers because of this poison. We need to eradicate it immediately"
[effect] house to house searches are made to ensure no one has any alcohol
(Economy plummets)

ISSUE: Pop Culture corrupting minds of youth

"The entertainment industry is appalling. It's nothing but sex, violence and other acts of crudeness, and our youth are going to think such behavior is acceptable, and will not get any worthwhile values from this mind rot filth." Says a concerned parent. "And not only that, this trash gives kids illusions of grandeur that they too can become superstars. They are throwing their lives away, even putting themselves through physical self harm such as starving themselves to chase a false dream! SOMETHING MUST BE DONE"

Options: 1"There is no corruption taking place." Says producer Cappy Tilst. "The parental groups need to back off and stop blaming others for their kid's problems and perhaps maybe they should learn to properly raise their kids"
[effect] Assclown, a reality show that's about people performing dangerous stunts has a massive youth cult following, as does the latest trend in ambulance riding
(Economy, civil rights increase)

2 We coul Install V-chips in Televisions, radios etc which cause them to turn off after certain amount of elapsed time" says technological researcher Pon Dexter. "That way the the problem children will have not have the option to expose themselves to harmful media all day and will have to find other activities, and we won't have to ban anything."
[effect] Family socialization is increasing, and obesety is on the decline as TV's now refuse to work in the evenings.
(Civil rights decrease slightly)

3 "A federal ban on all pop entertainment is the only way this will work" says an ultra-conservative representitive. "This immoral filth has been poisoning our youth long enough and it's high time we got rid of it completely"
[effect] Music stores across the country are being abandoned, out of work actors and models are panhandling on the street corners just to get by, and TV stations are now only used for government broadcasts.
(Economy, Civil rights plummet)

4. "We could regulate the kind of media that we have available. We don't need an all out ban, as some of it may be of value" Suggests a slightly concerned parent "We just need to make sure any media on our airwaves has some sort of informative or educational value"
[effect] Kids today must choose between the only broadcasts on the air: Seseme Avenue and InfoBreak.
(Civil Rights decrease)

ISSUE: Illegal Immigrants arriving in droves

Several ships containing illegal aliens have been intercepted by (your country)'s coast guard. It has been discovered that the immigrants came from an oppressed dictatorship in an impoverished third world country, and are trying to secure a better future for themselves

1. "They're people too!" Says civil rights leader. "They are escaping a tyrannical life and are hear to make a better future for themselves. And besides we could use the population boost"
[effect] Refugees see [country name] as a becon for freedom and a better future, and immigrate there by the thousands
(Civil Rights Skyrocket,Population Skyrockets)

2. Numerous right wing radicals are appalled "We can't allow these disgusting apes into our country" says Adolph Mussolini, representitive of the local Fascist party. "They'll steal our jobs and destroy our culture. They have no business here, so send them back to whatever hellhole they came from."
[Effect] Militant right wingers are lining the beach to physically force immigrants back into the sea
(Civil Rights plummet)

3. "I could always use the extra laborers" says Tommy Klien, owner of a garments factory. "These people have no money and they will gladly take whatever wages I pay them. Let them stay
[effect] Clothing companies are setting up sweatshops by the thousands due to the availabilty of poor refugees desperate for work
"(Economy increases, population increases)

ISSUE: Highschool Jocks Bullying other students become a problem

Recently, highschools across the nation have been the grounds for a growing bullying problem. One student who was known to be a shy loner had to have reconstructive surgery on his entire face after a group of popular athletes beat the student on the way to class. Numerous other students had to seek extensive psycological counselling after being at the recieving end of a rash of vulgar insults. A student who comes from a lower class family was taped to flagpole and had buckets of scalding hot water dumped on him, while being referred to a "dirty sack of ****" Concerned parents are turning to the government to intervene

1. "My daughter was sexually harassed by one of these scumbags" says an angry parent. "I demand that they recieve full criminal penalties. And if you politicians don't bring them to justice, I'll personally put these scumbags and their families in their graves!!"
[effect] public school students can breathe a sigh of relief now that bullying is a class-A felony
(Civil Rights can either increase or decrease depends on how you look at it)

2. "The problem is the whole macho culture surrounded by sports and how it is glamorized." says another concerned parent. "A ban on athletic activity will likely curb aggressive behavior exhibited by athletes. And besides, if you want to play a game, play it on your own time."
[effect] the days of the glorification of highschool athletics are now over, and athletics in [country] are frowned upon
(Civil Rights decrease, economy decreases)

3. "Well maybe if the so-called victims wouldn't be such nancy boys and wouldn't do stupid abnormal crap that would make them stick out like sore thumbs, none of this would happen" Says the father of a jock. "Teasing has always existed and it always will. These angry parents need to stop worrying about such nonsense and just suck it up and face reality. Once their kids are out of school, they'll all just forget about it."
[Effect] Highschool droupouts are on the rise and violent school shootings a daily occurence as public schools are now a haven for bullying
(Crime increase)

Matter of fact, they all are one-sided. Theres either good with no bad, or bad with no good.

Lets take the one with money for organ donations, for example. If you decide to give people money for organ donations, College students sell their kidneys to make ends meet, yet the economy increases. If you make it illegal, organ donations go down, but you don't have poor people giving their organs for money.

...Says the father of a jock
...says another concerned parent.
...says an angry parent
I'd suggest putting in "@@RANDOMNAME@@" for these options, if you aren't able to come up with a name for them yourselves, as well as a short, nifty description of them.

...Population Skyrockets
...population increases

Your issue cannot affect:

* Population
* Any player-customiseable fields including the name, type, animal, flag, currency or motto.
* game mechanics: your issue can not add new industries, government departments or anything else that would require new code.
* The United Nations
* Other nations or regions

So that effect should be taken out.

[option]"Hey, you can't do that," says some guy. "This is just a made up option to use as an example."
[effect] people have been eating each other for some reason
[stats] government size increases, tax increases, economy decreases, happiness decreases

[option] should be put in front of all of your options. [stats] should be put in front of all of your stats, rather than putting them in parentheses.

[country]
That should actually be @@NAME@@.
