When you put more money into defense and law and order does that really lower political freedoms?
No. Putting more money into defence and law and order just makes your budgets in that area increase along with taxes.
However, making military service compulsory does lower political freedoms??? How does that work???
Freedoms decreasing are always the result of restriction of a particular right or choice. While most that fall into the category are explicit, like banning elections, the same goes for anything that is made compulsory. By ubiquitous enforcement of a practice like the draft, the choice whether to join the military or not is taken away. The resulting lack of that choice is considered one less political freedom for the people, thus the rating drops.

It doesn't work that way. People in the military can vote. Its a right they retain that is why military personnel always fill voter absentee ballots.
Actually most absentee ballots are military people.
