Issue resolution question

I was wondering if it was possible to change how issues are resolved by allowing us to choose more than one option from the list of choices given to us. Sometimes the different advice we are given does not come into direct conflict and can be implemented at the same time.
Too much hassle for a very small result. Not going to happen, I'm afraid.
It would be better to add options, which also will not happen for reasons which have not been fully explained.

I have noticed that issues can come up more than once. It would be a simple matter to allow us to vote different ways on the same issue without overwriting previous decisions on that issue wouldn't it?
As for it having too small a result, I beg to differ. I recently had the issue of divorce come up and one of the three options was for marriages to be permanent, and another was to allow gays to marry. I chose allowing gays to marry, but I would also like to choose making marriages permanent. I can move a little towards a religious state and at the same time allow greater personal freedom for my people. The ability to choose more than one option most definitely does impact on how your nation is classified.
Could you tell me which issue you're talking about?

I believe he's talking about Issue #1 "Where's The Love Gone?". Copied every issue to my hard drive.
