Where and how do we start a roleplaying thread? Can we invite people to join it?

Not here. Here is for those daily issues that your government decides on. Go to Nation States or International Incidents forums. Click on "Forum Tools" at the top right-hand corner of the forum. Click on Start a Thread and take it from there.
To invite people in general, put "Open RP" on it. To invite particular people, put "Attn, Whoever and Whassaname". To invite them alone and keep others out, write "Closed RP" and telegram them individually to come in. To start a thread in which you discuss the roleplay out of character, (like, Is it OK if my guy isn't interested?" call it "OOC (Name of RP thread)".
Oh, yeah, and read the stickies!
