When?
So I configured my settings to give me two Issues per day, but WHEN do I recieve them every day? I'd really love to see how my decision alters my nation :D

Did you hit "Update Settings"? If you did, it should go into effect to next day.

If you set them to now arrive two per day, then they will still come one at a time. They are set apart in two different updates each day (the major one with population updates and other big stuff and the minor one with second issues and other smaller things). I'm not certain if it is always the same interval of time between the two updates, but I think they are around every 12 hours.
Why is it done like that instead of one update?
Yes, I updated my settings, and I did find it to be every twelve hours or so. Thank you, all, for your replies ^^

The Kea, that's a great question. Since I'm not a mod I can't give an official answer to that. However, my guess (emphasis on guess) would be that it was easier to write the code as it is now considering not all nations have their settings the same. I wouldn't be surprised if the code is some sort of set of validation checks followed by distributing one random issue to every nation that fits the criteria for that particular update session. For example, on a given Wednesday the major update session would give one issue to all nations that are set for weekdays or daily -regardless of # per day- but not those who chose weekends, are in vacation mode, or have 5 unaddressed issues. But 12 hours later in the minor update those same nations would be checked to see what # they are set on and only those with 2-per-day settings would be given another issue. Does this make it any clearer for you? (As I said, though, it might not be a completely accurate reason behind the issue distribution setup.)
But couldn't they have both updates at the same time?

Updates are not instantaneous. They take several hours each. The game was never designed to be this big, and the load on the server is substantial.
There are two updates because there is a lot of stuff to do, and that's the way it's set up. Live with it.
Thanks for telling me. I was kind of wondering why that was.
