EDIT: Forget I asked... Now I see the reason for the 500 mill population limit; so you dont ask these kinds of questions when its in duplication of another, previously unheard of issue :headbang:

Well, here's my first post and first issue idea for this game; please point out any obvious issues with the idea.

Issue: Can The Government Spy On Its Citizens?

-With the Civil presence of Government increasing, various politicians have been raising the idea of keeping an eye on citizens to prevent subversion of Government policy.
-This one will only work if your government had some freedoms but is taking them away.

[option] "What happend to citizens being allowed to have private affairs?" shouted Randal McMurphy, pulling his black cap tighter around his head. "The public should be allowed to do what they want in the confines of their own home, without the fear of the Government spying on their every sneeze!"
[effect] anything goes within citizen's homes
[stats] civil rights skyrocket, as does crime

[option] "On the contrary," countered @@RANDOMNAME@@, voiced raised to be almost menacing. "The Government needs every right to spy-observe, its citizens. How else shall we work to prevent subversion of the population? We may be able to deal with anti-government activities on the streets and in public areas, but right now, we're barred from the traitor's homes. Does this sound right to you?"
[effect] citizens are required to wear head microphones at all times
[stats] civil rights cease to exist, crime plummets

[option] "Well why stop there?" grinned @@RANDOMNAME@@, the sounds squeeking out of his sly grin. "Why not let ANYONE see what the various peoples of the nation are up to?"
[effect] people fear speaking their mind
[stats] civil rights plummet, crime ceases to exist

In option two, you state that civil rights cease to exist
However, option three is much more extreme anti crime, yet it only cause civil rights to plummet. Since for any trade off you must lose an equal amount that you gain, this obviously wouldn't work.
