I have two ideas for issues, and I would like some feedback: first, how about the creation of a national lottery? And the second, inspired by Washington D.C.'s parking/ticketing behaviors, where the nation has to decide what to do with cars that park illegally (e.g. hand out tickets, ban cars, allow people to park anywhere or sell the cars on the black market)
