Here goes.

I would really like to know if it is possible to get a crime level of "unknown" if your nation is well-known for its complete lack of prisons. My crime level is currently serious and says that is due to the fact that I don't have prisons. Is there a way to decrease my crime dramatically?

In addition, is there a way to get rid of the --especially youth-related-- in the crime description?

Put more spending in social welfare. I don't actually have much funding (in any) in law & order, though I didn't really intend to deal with crime that way. My crime rate though, is at 'totally unknown' because of my spending in social welfare.
