I started playing this game yesterday. Upon creating my nation, I went into settings and set it up to allow 2 Issues per day. However, I only received 1 issue today. Why would this happen? Are there any known bugs regarding this?

You get one in the first update, another in the second update 12 or 14 hours later. Be patient. It's not a bug.
