How do you make issues?

Greetings.
I want to know how to make issues, and can I distribute them in only a certain region? If you can answer this, uh, hmmm...
I don't know what I'll do.

1. Only when you get 500000 people. They must be approved by the game mods and then coded into the game.
2. No, they will go to everyone.

Edit: There is a guide to it somewhere, but I forget where. It's either in one of the NS-related forums or the Getting Help page.

There is a link from your Nation's "Issues" page to a page where you can create issues: "Want to contribute an Issue to NationStates? Do it here!"

Hmmmm . . . nothing personal, but you completely missed the stickies in this forum. Look at sirocco's sticky for extensive help in creating issues. Myrth's sticky above it is also very informative and gives you the basics of types of things that you could incorporate into your issues.

1. To be honest, the correct number is 500 million. Once your population is that high, then you will have the above-mentioned link on the left side of your screen to use for submitting possible issues. (And not all issues become part of the game. They have to be approved first.)

2. Technically the issues go to all of the nations that are:

Beyond their initial 2 weeks or so of becoming a new nation
Fitting the conditions necessary for receiving each issue


By conditions, I mean that the issue has to actually be plausible for that nation. A nation who has banned cars would not get the issue about having too many cars or about streets being too crowded.

And regarding the "guide" mentioned, see the stickies. I hope this helps. And just a friendly suggestion: It's good to read the stickies in these forums when you get a chance so you don't end up asking a lot of questions that have already been answered elsewhere. :)
