Expansion of Territory

Here's a militaristic issue for you. Got any tips/suggestions to improve?

After your population has risen so dramatically over the last few months, the option of expanding the borders over tribal, politically neutral, lands has come up.

[Option 1] "For years, our Nation has sat idly by with just a scrap of territory, while the rest of the region own EMPIRES!" your military General, @@RANDOMNAME@@, tells you over a drink. "What we need to do is EXPAND. Lets start taking unclaimed, tribal lands. Sure, it means enslaving the local populations for a while, but what a price to pay for more land?"

Effect: land is forcefully taken from neutral, non-claimed areas and the local populous enslaved
Stats: Military budged increased, Arms Manufactoring increased, Economy increase, civil rights decreased

[Option 2] "More land!? MORE LAND!?" screams out peace activist, @@RANDOMNAME@@ "Our nation is already strife with the effects of the LAST ILLEGAL ANNEXATION! And you want to take over a peacefull peoples for LAND?! I say, we must scrap this idea and BAN THE MILITARY!"

Effect: the military has been scrapped entirely
Stats: Military budged reduced to 0%, arms manufacture eliminated, economy drops, civil rights increased

[Option 3] "All these points are valid, but what we need is a balance." your political and Economy analyst, @@RANDOMNAME@@, informs. "Perhaps we do need a bit more space for our people, but maybe we should get it by BUYING the land from the locals, and converting it all into Privatised sectors. We get the land, there's no war, and we make some money. No one loses!"

Effect: the government buys up local, politically neutral lands, and bulldozes them over for Privatised companies
Stats: Economy increased

It's well written, but I think the effects are kind of disconnected. The main change you see is crime, but it's not a crime issue. There should be some kind of benefit to the first option to counter increased crime and some kind of penalty to the second, like the collapse of the arms manufacturing industry and a resulting worsening of the economy or something. I like the third option particularly, we really need more issues to affect the economy indicator.

Changed slightly, to affect economy more, while civil rights (due to the rights of the area being annexed) are also effected by the first two options.

Heres a way to react to the issue:

ie, "Korsai forms allaicnes with netural contries, spreading out its population"

Great changes, well balanced now, I hope they use it.

One more thing, why not just use @@RANDOMNAME@@ instead of specified names for the people? It'll add a bit of variety.

I hope so too. It's balanced, sh-yeah (Waynes World quote), but they might not like it because it's 'militaristic', and the game doesn't do military combat specifics. However, I tried to implicate it as a warless annexation by force, similar to what Hitler and Nappoleon did with some countries, by just marching in.

"politically neutral lands" suggests an area that has no real government and is inhabited by disparate primitive tribes or two-bit city states or something that can't possibly stop an organized takeover. It can be worked around, anyway.

I guess. Perhaps calling it 'barren tribal land' will be better?

Yeah, that works perfectly.

Finally, a totally balanced issue, and one that allows benefits on all sides, while the first two more extreme ones also have downfalls to balance them out. Plus, it's nothing to do with wars, just simple annexation. Me hopes this gets accepted.

Could there be an option to peacefully subvert nations, without actively conquering them, please?

Read option three, BUYING land land from them.
