were there once more issues available? There only seem to be a couple dozen now, and I keep running into the same ones over and over....

I seem to be having this problem as well
There's already a thread about issue repetition.
Right now there's about 176 issues. There used to be 31. But your nation is not going to be viable to have some of them as some have conditions (can't ban cars in a nation with no cars for instance).
