Acording to a reliable souce, brand new nations only get the first 30 issues, how do you become "non-brand new"?

I think it might just be a time constraint, but I'm not a mod or anything. I started getting other issues after about 2 weeks, and I never got all of the first 30. In fact, I read through all 30 of them and realized that there were around 12 that I never have gotten yet. (And as far as I can tell not all of them would have been invalid for my nation.)
Light Keepers is correct, Euroslavia is wrong. It is a time constraint of about two weeks.
