Restoring the environment without destroying the economy

OK, yes, I'm trolling for spoilers of the consequences of answering the "environmental" issues. I want to know how I can restore my former "environmentally stunning" status without having my Frightening economy sink into depression.

Barring this, I just had an idea pop into my head...keep issue repeats that I get, issues that are known to improve the economy when answered in a certain way (like Cash for Colons, the one about cold calling) and keep these around for when I get an environmental issue. Answer the environmental issue, then wait for update, then answer the economy-improving issues to restore my economy.

Has anyone ever tried this? Barring someone slipping me spoilers about the consequences of answering issues, will my idea work? Or will my economy still tank?

(Disclaimer: yeah, I know about the issue spoiler threads, but they omit the information I'm trolling for--the statistical consequences of answering the issues in different ways.)

The quickest way to restore your environment is to chose the 'ban all development expansion' option in "Keep the greenbelt green, say protestors".

The quickest way to improve your economy is to choose the 'allow total economic freedom for corporatons' option in "Outsourcing an outrage, say demostrators".

My nation is an example of 'Frightening' economy and good environment. My economy has been at 'Frightening' for some months now and hasn't bulged, even with the 'ban all development expansion' option. That doesn't mean that no economy will ever go if other nations choose that option.

Other issues that help are:

Power Problems need bright solutions (choose renewable energy, or renewable energy one time and nuclear power the next time)

Uranium deposit to enrich @@NAME@@ (choose the option that allows the mining of a small part of a rainforest while the rest is preserved)

Organic Outburst (ban pesticides)

Deserts Devouring @@NAME@@'s countryside (never received this issue but choose the 'sustainable agriculture' option)

Waste going to waste (strong environmental regulations)

Promote public transport but do not ban cars.

Recycle rubbish

Allow your national animal to be eaten but ban hunting if you receive an issue saying that your national animal is on the brink of extinction.

The trick is to find a balance between economic and environmental options.
