When I started the game, I answered the started questions that i believed in the legalization of Cannabis, which I do. I've had the 'Red-Rimmed Eyes' issue 3 times, each time answering it that I believed that public places have a right to stop people from using Cannabis on their premises, which I think is fair. Cannabis is still legal at home though. After having it the third time, I'm curious: is there any way, assuming cannabis started off as being legal, to make it illegal or is there no issue that will do that? I haven't yet reached the point where it spews out user-created issues and I don't want to read through them and spoil them but a few keyword searches didn't seem to come up with anything.

I remember that if you vote to legalize it, the issue comes up again and you can criminalize it again. I think it might be possible to submit a revised vision (I've noticed that issues have occasionally changed over time). Of course, there's always the ignore function.
