you could make an issue for sex in public. having mastrabation could could be one of the choices.
Do you know how many issues about public sex/masturbation/urination/defecation/etc. I've deleted? Do you know many I get per day?! It ain't gonna happen I'm afraid, it's not appropriate for the game.
