Black and white?
I would urge the people that enjoy writing issues look more carefully on the fact that most of the issues aren't so black and white. I have been forced to dismiss several issues solely on the fact that there hasn't been an sensible solution to it. An issue about pornography, there can't just be answers like "Yes, it's always ok" and "No, we shouldn't ever accept it".

It's satire, based on a book of political satire. You're not supposed to like the choices. They're supposed to be difficult.
Read this post (http://forums.jolt.co.uk/showpost.php?p=7032957&postcount=6). You'll see.

oh, so it might not matter much that I can only think of one not-so-over-the-top option for an Issue Idea I had, I guess I will have to see if anything like it is already in the list.

you can't post one-choice issue, because that will prevent the player from deciding (deciding between some bad options is still decision).
