I found this in my nation despiction today.

It does seem to be saying that untold millions in government money is going to something the government has banned... that does seem weird.

I had something similar happen to me. According to my nation's description, there is an efficient black market, and therefore illegal, in Automobile Manufacturing. Then, just the other day, a union (since illegal in Darke Seattle) of Automobile Manufacturers were demanding government backing for something or another. I forget what, being the psychotic dictator that I am. >:)

There's no error, The breathen is - I do believe - pointing out the contradiction in the statement. Sometimes different issue choices, The breathen, give you contradictory statements. After a few issues, this should scroll of your national description and be replaced by even more contradictory statements in time. It's just part of the game. Don't dismay if it happens. It's normal.

On further examination, it looks like you got the issue twice (which is common). You banned it once, and made it government funded the other. You probably need to have a sit-down with your legislature and tell them to be more consistent in future. I imagine they're confusing the heck out of mothers-to-be.
