[option] "What's wrong with power lines?" says noted Libertarian Bird-watcher @@RANDOMNAME@@. "With the poles our children can see the many beautiful birds that rest on them. So what if a few people die from downed lines? It's their fault. Plus if we leave the system as it is, we don't have to raise taxes and spoil the upward growth of our economy."
[effect] children are seen looking at the many beautiful birds resting on powerlines

I agree that we should have underground powerlines, but you are going the wrong way about it. We should be taking money out of the military budget! I’m sure everyone would be satisfied with that.”

and you sure that children dying beacouse of those power line wouldn't decrease happiness.
btw, I don't think you can put ther death tolls increasing.

This could be a little broader about utility poles in general - telephone, electricity, even internet. How about natural gas lines?

For those countries in arctic (or antarctic) regions, underground lines might not be feasible. Tunneling through permafrost is kind of a pain.

Utility costs would rise, in any case, in order to implement underground lines (or taxes, depending on the funding). This would slow the economy, though it may add to the pristine environment rating (no unsightly utility poles/lines).

Nikolai Tesla envisioned gigantic coils in the center of the city from which electric power would be obtained via antennae. A Tesla Coil of sufficient size/magnitude to do this would be unbearably loud, however (think jets-at-takeoff-level noise, all around the city). Would be a neat extreme option.

Overall, the issue just doesn't have a lot of "meat" to it, in my opinion. More of an aesthetic choice.
