It says my people get respect based on the merits of what they do, because I rejected the idea of people gaining nobility. Now my civil rights score is below average? Okay so what is the average? And how is it that granting people nobility would somehow improve peoples rights?

There are side effects to each issue that you normally wouldn't think of. Did you answer any other issues at the same time?
I suppose, if you think about it, by granting nobility to specific people (I think that the issue referred to wealthy people), you are giving that specific group more rights and not changing anything with the rest of the population. By denying the wealthy from becoming nobility, you are still taking away civil rights.
Odd. I know.
