Corrupt Government Question

I was wondering why are corrupt governments allowed to funcation. If the government is corrupt the people should be allowed to revolt against the government, I feel the game should give warnings to those individuals with corrupt governments. The citzens of those corrupt governments are getting restless and are going to revolt due to the corruption in the government. The player should be given the option to surpress the revolt or give in to the protesters demands. But if the player choses to surpress the revolt there is a chance that the revolt will suceed and the corrupt government is over-thrown and player will have to start the game all over from the begining.

If this game is suppose to mirror actual world governments. Throughutt our worlds history governments go through politcal change by revolts. I just find it odd there are many corrupt governments on this game, but there is no chance for those governments to fail. I also feel with a revolt and overthrow corrupt government opition as a part of the game. The game will be a lot more interesting and challenging for the player. To see what type of government will work.

The problem with that is that certain people specifically try to become a corrupt government, and aren't looking to be a Democracy, of any sort.

It takes so long to build up a nation of a higher population and for it to have to start all over again would defeat the purpose of getting a corrupt government.
