Description:
Though crime and certain anarchy reigns in and outside of @@NAME@@, a few groups of outlaws seem to present themselves as vigilantes that aid the few policing instances in your nation. Though criminals by law, it is believed they may be an asset to @@NAME@@'s future of becoming a stable nation once again.
Validity:
Because we're dealing with pirates or rogue gangs, it seems logical nations with a low amount of law obedience (bit above anarchy) and/or those with minimal funds for Law & Order. However, the UN might not be quite so happy with this.

[option]"This is an outrage!" exclaims @@RANDOMNAME@@, mayor and Head of Police of @@NAME@@'s capital. "You cannot surely enlist CRIMINALS into our nation's service to maintain order around here?! Biker gangs already make our streets unsafe, our harbours are practically run by pirates themselves, and we must fight back with every last bit of force we have!" General @@RANDOMNAME@@ seems to agree: "It's war out there. If anything, we need to teach this scum who really is in charge of this nation. If it'll have to take all funding to bring us victory, so will it be, but @@NAME@@ will be free of outlaws this week!"
[effect] a civil war between rivalling gangs and @@NAME@@'s army and law enforcement has been fought, a fragile peace has returned to this nation
[stats]Defense and Law & Order increase strongly at the expense of other government priorities, anarchy resolved, Civil Rights decreases, happiness decreases, Social Equality decreases strongly


[option]@@RANDOMNAME@@, leader of the 'Highway Marauders', a renowned biker gang, wishes to beg the differ: "Your Honour, though we act against what you call law, we do so because we fight for the rights of our nation's people. @@NAME@@ has always been a @@TYPE@@ with a history knowing its own Robin Hoods. [effect] the peace is kept by sometimes unruly but fair vigilantes and the local law enforcement, working together for a common cause in @@NAME@@'s blasted landscape

in validity you should write something like "valid to countries with high crime rate.
in all you options you should replace the stats with the effects, and decrease the amount of effects to something sensible with connection to the reality (how you increase the chease exports industry in issue about crime?).
the idea for the issue could be good, but your formal shape as too many problems.
I think you better improve this issue.

From what I see from nations fallen into anarchy, that's exactly what it means - high crime and little to no protection :)

in all you options you should replace the stats with the effects, and decrease the amount of effects to something sensible with connection to the reality (how you increase the chease exports industry in issue about crime?).
That'll be edited, though I'll stay with the markets being affected by some of the choices. After all, sea-farin' pirates still roaming the seas has its effect on common trade, wouldn't you agree?

I don't think the effects on those markets will be big enough, so you can't write only the effect on the whole economy. anyway, it will be hard to get that connection, and I don't sure moderators like that.
