I've come up with this issue that I want to submit.

TITLE: Runaway Jury!
DESCRIPTION: After numbers of jurists missing critical trial dates have reached record-breaking levels, many local judges have asked for stricter enforcement of jury attendance
VALIDITY: Not valid to nations that don't have juries

[option]"Court attendance records are atrocious these days!" argues Municipal Judge @@RANDOMNAME@@. "Juries are supposed to be there to add common sense to the cold hand of law. I heard from a judge in East @@NAME@@ that a jurist went outside to use the washroom, and then ran out! We need stricter enforcement of attendance, and more jurists would be nice to compensate for those lazy criminals that don't show up!"
[effect]jury duty is compulsory for all fifty of the jurists per trial
[stats]size of government increases, political freedom decreases, apathy decreases, corruption decreases a bit

[option]"Oh, please don't make me sit through this," says jurist @@RANDOMNAME@@, while hiding his name tag from the view of the defendant. "I'm a busy person! I can't waste my time settling disputes the judges can handle well enough on their own. If I abstain from these shenanigans, then it's my choice!" He leans over and whispers into your ear "And what if he sends his possẻ after me if I find him guilty?"
[effect]jurists are often found wandering the halls during court sessions
[stats]political freedom increases a bit, public apathy increases a bit

[option]Renown justice reformer @@RANDOMNAME@@ waltzes into the courtroom and taps on your shoulder. "You know, part of the reason jurists don't show up is because they don't have time. What I'm proposing is volunteer jury duty. Anyone with some free time that shows up helps make justice work. Those who don't show up can work and play and get on with their lives. Everyone wins, Justice wins, @@NAME@@ wins!"
[effect]jury duties are frequently volunteered by mafia overlords and company.
[stats]political freedom increases, corruption increases, crime increases a bit

[option]"Juries, they're such a waste." says Chief Justice, @@RANDOMNAME@@. "It's a waste of government funds, the time of the citizenry, and it slows the process of justice if we keep chasing after every raving hobo who can't find his way to court. If you leave duties to the professional judges and lawyers, law and justice will be carried out swiftly and efficiently."
[effect]juries have been abolished in favor of cheaper alternatives
[stats]political freedom decreases, government size decreases

They go through the issues in 'batches' of about six month's worth and they've finished the June-October batch, so be prepared for a long wait.
