Can I write it out here and one of you guys can make it come to life or something? I know how the issues work by now, and this isn't a stupid issue or anything, it's unique (which is much needed) and I don't see why I shouldn't be allowed to share it with you all....

I think it is generally a good idea to post the issue you are thinking of here first. Often, people come up with good ideas to improve an issue to increase its chance of being accepted. Also, you should hit the 500 million mark in a month or so which isn't too bad of a wait.

You can post your idea for an issue no matter your population on this forum, but when you submitt it, the game will only allow it to if you have 500 million. I think after the move to Jolt, the 500 million rule was missing, but I believe it is in effect now.

I'd say write it out in the formal style as if you were going to submit it.
