Due to a recent population explosion, @@NAME@@'s fishing industry stepped up efforts to meat the rising demand for food. Ecologically conscious citizens have expressed concern as to whether the fish population will be so severely depleted as to create a shortage for next year.

"Some fish have to be allowed to reproduce so that we will still have them to eat next year, when @@NAME@@'s population will almost certainly be much higher than it is now," says ecologist, @@RANDOMNAME@@. "What we need is a government ban on fishing until the next hatching season. In the mean time, we can ration what we have."

"Hah!" scoffs fishing yacht owner, @@RANDOMNAME@@. "It's not as if we amature sailors ever catch more than we can eat. If you're going to ban anyone from fishing, do it to the big fishing companies. They're the ones crowding the waters and causing the whole crisis. Let people who want fish catch it for themselves. It'll save them those exorbitant market prices."
[effects] the underground fishing trade now flourishes, although a rare species of marine animal has become extinct after its food source, a popular delicacy, was overfished
[stats] economy increases, environment decreases

"A ban on fishing will destroy the livlihood of many upstanding @@NAME@@ citizens, even if it's a temporary ban," says noted fisherman, @@RANDOMNAME@@. "The best course of action is for the government to subsidize fishing companies who agree not to fish beyond a quota for the season. This would protect fishermen's livelihoods for the present and fishing interests for the future."

"Why doesn't the government just take over the industry?" says @@RANDOMNAME@@, the bellhop at your favorite hotel, whom you allways tip handsomely. "It hasn't failed me yet in any of its actions."
[effects] fishermen complain about stingy government wages
[stats] civil liberties decrease, economy decreases, corruption increases

Your pizza delivery boy says something in an obscure indiginous clicking language. It sounds like as good an idea as any. Those indiginous tribes always know what to do in situations like these, right?
[effects] all forms of coin currency have been converted to bills, and the government subsidizes delivery workers as well as the harvesting of sea sponges.

I like this issue, if only for the fact that a bellhop and pizza delivery boy are offering advice. Think your effects are a bit long and would be edited, though. Might be better to put most of that information in the option rather than the effect.

Would like to see a trout farming option, as trout fishing would be directly impacted by the issue.

I'll comment again when I have more time.

Okay, though the clicking pizza boy is kinda funny, you might have him propose those currency changes and such, rather than put them in the effects. Effects could be that the Scrap Metal market collapses due to all of the confiscated coin-currency.

For option Four, the effects could be something like - "Welfare recipients have been receiving lately their body-weight in frozen fish-sticks rather than their usual compensation."

For the stats, the Trout Fishing industry would be directly affected, as I mentioned. Environment might also be harmed by overfishing - this is another stat.

How about a "Pay Fishermen Not to Fish" option, like the US Ag programs that pay farmers not to farm? Effects - professional "fishermen" are often seen at betting parlors and pubs during prime fishing season.

So there's my two cents. Hope you find this helpful.
