Your not the only person to notice this (by that I of course mean that I have also noticed - hence this very post)
I assume its deliberate, possibly inspired by an organisation described by one of the callers to the talk radio station in GTA3.

Yeah, I always laugh when I get this issue. The GTA3 group was Citizens Raging Against Phones.
