I've only recieved this issue twice, and its long overdue for a third one.

On the first issue, I made it compulsory, while on the second I banned political freedoms.

Does me banning elections have an effect on it coming for a 3rd time?

Also, do you know what issues and what options lower political freedoms?

sure, you can't get questions of the election's system, If you had no election.
almost every issue had the ones who cant get him.
beside, I think there is issue, of citizens who ask for elections, again.
if you say yes, you could get that issue, at 3rd time.
