Teen Sex Conundrum

Rising Teen Pregnancy rates are a cause for concern in @@NAME@@. Community activists have gathered to offer their advice.

[option] "Abstinence!" shouts former beauty-pageant winner and home-schooling advocate @@RANDOMNAME@@. "It's the only proven way to avoid pregnancy, and sexually-transmitted infections. We must teach the children of @@NAME@@ the difference between right and wrong, and protect their innocence."
[effect] rates of oral infections among teens are inexplicably on the rise
[stats] increases in government spending on healthcare, and religion & spirituality

[option] "Condoms, condoms, condoms!" retorts Unplanned Parenthood representative @@RANDOMNAME@@. "We need to distribute them in schools, prisons, hospitals, churches, and on every street corner. They protect against pregnancy and disease, and usually don't break."
[effect] the nation’s children are often seen playing with oddly-shaped balloons
[stats] increase in healthcare spending

[option] "We must attack the problem at its source," counters renowned sex-therapist Doctor @@RANDOMNAME@@. "We can sterilize all adolescents from the onset of puberty until the age of majority. No kids having kids. It's just that simple."
[effect] pre-adolescents live in fear of "the change" and "the shot"
[stats] healthcare funding increases, civil rights decrease

[option] "What business of the government is all of this?" sneers @@RANDOMNAME@@ of the @@NAME@@ Libertarian League. "Shouldn't this be up to the parents? What is this world coming to? Keep the government out of our back seats!"
[effect] police are prohibited from approaching parked vehicles with steamed-up windows
[stats] increase in civil rights, increase in crime rate

Ok, I think this issue is too controversial to get accepted, frankly. Mind you, I'd probably go with dismissing it or option 1, so meh!

The statements made by Mrs. @@RANDOMNAME@@ are entirely true. Condoms are almost completely inneffective in protecting people from STDs. If you want more specific stats go to the planned parenthood website. They are for abortion and will tell you the specific failure rates for condoms against STDs.

Well, just like in real life I haven't provided a shiny, happy solution that fixes everything. We haven't found one yet for teenage sexual activity. When I was a teen, I didn't consider fully the consequences of my actions. And it is the nature of teens to do so.

My wife deals with troubled teens in her line of work. The ones that are taught abstinence often do abstain from intercourse in the usual sense, and find other ways. The ones who are distributed condoms usually end up using them for their intended purpose. The forced sterilization comes from one of her favorite rants, and the Libertarian option, well, I just added that one on a whim.

As you can see, none of the options "solves" teenage pregnancy. Since it's not a statistic that NS keeps track of (as far as I know), the effects don't directly address the issue. Ahhh. Welcome to NationStates, where the effects outweigh the causes. How's that for a new slogan?

Still open to feedback on the issue, though. I'm not happy with the effect of condom distribution. If it's rejected, it's rejected. Hope I at least inspire someone else to tackle this issue with a submission.

Yeah, I actually like this issue. There isn't really a good answer in real life so why should there be in the game.

Well, I think I'll be submitting pretty much as-is. We'll see (eventually) if the issue survives the scrutiny of the mods. Thanks to all who commented.
