To start out? Put the government type as Anarchic and don't answer any of the questions on page 2.

Once you have it made not as an anarchy? Civil rights, political rights. Insane amounts of each.

How very interesting. It never occurred to me that any of the page 2 questions could be left blank.

Yeah, that's the second most extreme free type. the only downside is that you're probably going to have a mediocre economy with an anarchy, though there are exceptions.

It is possible to get a nation with maximum levels in each category.

I'm trying to make my puppet (Callisdrun is my main nation, not my puppet, btw) an anarchy for storyline purposes. I don't care if it has a mediocre economy, in fact, that would be better, I just can't seem to get it to be an anarchy, it always ends up being capitalizt.
