Is there any such issue that deals with whether to pass a law forbidding maliciously killing your national animal? I have a made-up law# about it but I was wondering if it was ever made into an issue.
# - killing a mustang (that's Meriadoc's national animal) is a felony punishable by up to a 50,000-brandybuck fine and 10 years in federal prison.
