A small politically uprising has spiked gang warfare between two parties which threatens to turn the west of your country into an independent sector unless the fighting is quelled. Do you:-
Randomly hold police raids, arresting heads of seperate factors and punishing members severly.
Bring in new laws to restrict demonstrations and increase the police patrols in the troubled area.
Turn the sector into an independent nation and let them fight it out amougst themselves.

I would ristrict demonstrations and increase police numbers. I would also try to remove any guns from the area and give people something else to do, like football(soccer).

I have no problem with my civilians having guns. I draw the line at belt-fed machine guns and shoulder-mounted rockets.
I DO, however, mind when my civilians are using weapons meant for the defense of themselves and the motherland to wage war on EACH OTHER.
That's when I send in these guys: :mp5: to lay the beat down.

5) Carry out a Police Action in the troubled area, systematically root out the insurgents, have them arrested or say that they were killed in a firefight with security forces and impose curfew in the region. Declare a state of emergency and have 24 hour military force patroling the region, strave the populace and force them to surrender unconditionally.
Impose a no fly zone. Air, land and sea blockades will evntually force the trouble makers to give up their plans.
6) Use a neutron bomb to neutralise the region.
