Title: Learner drivers cause road rage.
Description: A recent protest by road users outside the government building in the capitol of @@NAME@@ has called for stern action against the amount of leaner drivers on the roads.
Validity: Not for nations who have banned cars.

"Travelling to work I was caught in a massive traffic jam only to discover it was a learner driver driving at 25mph in a national speed limit zone....45 minutes late i was, when i finally got to work i was dismissed, this is unacceptable. I propose dedicated areas such as abandoned airfields to be converted into realistic roads which the government can fund and the driving instructors could employ people to drive around to act as road users. True, it wont prepare them for real roads but at least millions will be on time for work."
