Is there a "Title XI" Issue?

I've not seen one, but that doesn't mean that there isn't. However, I would like to create one if one doesn't exist.
For those of you not familiar, Title IX, is a United States gender equality in education act dating back to the 1970s.

I don't think this is something for the United Nations, at least not yet, largely because I'd like to treat this as a __domestic__ issue and allow nations to take several different approaches.
So if anybody knows of a gender equality issue, please stop me from wasting my time by submitting another issue that doubles something already in game play.
My Title IX issue will center on girls / women's atheletics programs, since I can see a few options, as shown briefly by the following:
Title IX governs the overall equity of treatment and opportunity in athletics while giving schools the flexibility to choose sports based on student body interest, geographic influence, budget restraints, and gender ratio. In other words, it is not a matter of women being able to participate in wrestling or that exactly the same amount of money is spent per women's and men's basketball player. Instead, the focus is on the necessity for women to have equal opportunities as men on a whole, not on an individual basis.
In any event, this would certainly be a real world "inspired" issue, and like many issues, probably not perfect for all the imaginary societies in the game. But hell, what issue fits with all NationStates? :)

No, there isn't... you can always check the sticky in this forum listing all the issues (new issues are generally posted at the end, even if they haven't been included in the list in the first post).

Yeah, I've been thinking of Title 9, but totally boffed my roman numerials! :)
If I remember correctly, Title XI is the ban on semi-automatic weapons. Or maybe that's Title XIV...no, no, I'm pretty sure it's Title XI.
I want another option: why should the government fund colleges?

I'd suggest that is a *different* issue, though now that you bring it up, is there a public education issue?
I don't want too many options, and feel that a fifth one to get rid of public funding would best fit under the "dismiss" option.
