I have an idea for an issue that swaps a previous decision, so that if you outlawed capitalism then you can reinstate it, and if you just reinstated capitalism then you can reoutlaw it. Is it possible to code into the effects a "switch" i.e. if X = A then X is set to B , but if X = B then X is set to A?

I wouldn't worry about it. Issue submissions don't have to include stats, you can leave that to the editor.
