Do UN resolutions affect issues?

A few days ago I got Abortion and Euthanasia issues, but they've both been legalised by the UN. How come I got those issues?

Because the UN resolutions don't affect the issues you can get.

This makes a certain amount of sense.
1)Not all countries are UN
2)If the UN legalises something then it's still up to each country to legalise it in its own borders. Just because the UN says you can doesn't mean you have to
3)Name me a country that really gives a crap what the UN says if they want to legalise something anyway.
It is true that you probably should not have gotten those issues. If you were not in the UN when the resolution was passed, it will not affect you. It's a game bug that has not been fixed.

Further, I do agree with you. After all, it gives this game a realistic twist because not all nations will comply when the issue comes up.
