Is there anywhere to go to find the actual technical effects of issues?

Like how it will effect your economy, civil rights, or political freedoms ratings? Or how they will effect that little bit after it describes how big your government is, you know, where it says where most of the money from taxes go? How about how certain issues effect taxes?
That'd be nice, but it's cheating. Just remember, in the interest of "game balance," there is no option that makes everything better.
Once you get a certain effect, is there a place you can go to find out which choice caused it? 'Cause I don't remember my last issue and I want to know why the hell Max Barry is Miss Zincite.
You opened a beauty pageant to men.

I know several nations, myself not included, that have kept puppets to keep track of what happens after issue selections. While it isn't rocket scientist, I'm sure someone out there knows the "technial" effects of choosing issue solutions.
