The Issue
A group of local motorists have assembled outside of City Hall to protest against the shoddy state of roads in Arx Angelus.

The Debate
"These roads are terrible!" shouts Charles O'Bannon, president of the Arx Angelus Auto Club. "Every few feet there's a crack, or a pothole, or a gravel patch, or the remains of someone else's car! It's really too much! And just look at this-" he adds, rubbing a nasty bruise on his forehead - "I got that from my rear-view mirror after flying over a bump on Main Street! These roads must be fixed! There really needs to be vast improvements made now, before anyone gets seriously hurt."

Freddy Love, avowed anti-spending advocate, disagrees: "Road construction? What a waste of talents! If people can still drive on them, then the roads are fine as they are. Spending more to make trivial repairs would just be a waste of the tax payers' money! We should just ignore these whiners and leave the roads as they are and if the drivers don't like that - well... then they can just learn to walk like the rest of us."

What are the effects of each descision?

For option 1, roads are backed up with round the clock construction crews. For option 2, roads are virtually falling apart.

Those are the obvious effects. I think the question was more 'What effects will this have on things like economy, welfare, business, etc.?' (which I wouldn't know) :D

For option 1, my guess is that the automobile sector increases because the roads are in better condition. The general mining sector may increase because petrol (to fuel cars) and tar (for roads) is refined from crude oil. Taxes should increase.

For option 2, my guess is that public transport sector increases because roads are becoming dangerous to drive on. The automobile sector may decrease. The general mining sector may decrease as less petrol and tar is needed. Taxes should decrease.
