If I post an issue-in-progress here, and someone else takes the issue and submits it as their own... What happens?

Direct copies are easy. If we come across an issue which has been copied, we can check out this forum to see who proposed it originally. If it's your idea that's been stolen, well, there's not much we can do. If you're particularly worried about your issue, you can ask for advice on an issue by e-mailing me at siroccothemod@gmail.com

May NationStates issues be reproduced elsewhere? Someone wrote an article on this game at h2g2 (h2g2.com) and, fearing copyright infringement, wrote a sample issue.

If you create an issue, and it fits the definition of a creative work, it's indeed protected by copyright. You can sell or licence that right.

However, when you created your nation to the following terms & conditions of Nationstates:

When you submit content to NationStates.net, you grant the site and its administrator(s) a non-exclusive, royalty-free, worldwide, perpetual license to reproduce, distribute, transmit, and publicly display such content.

In other words: You are the author and you gave nationstates a license to use your issues.

Then the question: May NationStates issues be reproduced elsewhere?

The answer is NO, not without permission of the author and if you copy it from nationstates.net you also need permission from the licenseholder.
