I wrote the "Police want more than shiny badge" a long time ago. My nation Hata-Alla had maybe 200 million inhabitants when I submitted it but 600 when it was finally added to the game. Since then I left NationStates for a while and Hata-Alla disappeared. The reason I post this is for people to get a picture of how long time it takes for an issue to get into the game, and for others to pity me. ;)
